Maguire was born in Toronto on May 24, 1875 and educated at a variety of Toronto schools. As a young man he worked as a clerk in an insurance company, establishing his own agency in 1905. In 1909 Maguire was elected city alderman and later, city controller. In 1922 and 1923 he serves as mayor of the city. He was a staunch supporter of Sir Adam Beck, the founder of Ontario Hydro, and Maguire did much to promote Beck’s aim to have the generation and distribution of electricity controlled by the public sector. Maguire died on October 14, 1949 at the age of 74.
